Diane Snyder,
Chairperson
Diane is a
biochemist (Ph.D. from Northwestern University) and
homemaker who has lived in the Morstein area of West
Whiteland with her husband, Dale since 1977. She has
been an active Township volunteer on numerous Boards
and Commissions since 1978. During the ten years
that she chaired the West Whiteland Historical
Commission, she co-authored "A History of West
Whiteland", helped create the Township's State and
National award winning Historic Preservation
Ordinance and helped place some 75 Township
properties on the National Register of Historic
Places.

As founder of the West Whiteland Concerned Citizens,
a grassroots citizen activist group dedicated to
increasing resident participation in local
government, Diane advocated for the preservation of
open space and helped defeat "Churchill" – a
mega-development proposed for the Church Farm School
property. That property is now the site of the new
727 acre Exton Park, which was purchased jointly by
the Township and the County.
In 1991 Diane was elected to her first term as
Township Supervisor. In 1997 she received the
Central Chester County Chamber of Commerce Public
Service Award in recognition of her many years of
dedication and service to her community. Diane
received the 2002 Public Service Award from the
Exton Region Chamber of Commerce for her
”Extraordinary Commitment to the Best for the
Township and its Residents.” In 2005, Diane became
the first Supervisor in Chester County to be honored
with the President’s Leadership Award from the
Pennsylvania State Association of Township
Supervisors and was a Finalist for the National
Association of Towns and Townships Grassroots
Government Service Award.
Diane's vision for the Township is based in the
reality that West Whiteland, because of its
location, will continue to be a regional retail
center. In order to protect and enhance our quality
of life, she believes that we must continue to
aggressively control and direct any further growth.
While insisting on the highest quality development,
we must also encourage creative ways to preserve the
many outstanding natural and historic resources with
which the Township has been blessed. Valley Creek
and the views of the North and South Valley Hills
must be safeguarded. One of her goals is to have
open space for both passive and active recreation
readily available to all residents.

Keith Choper,
Vice Chairperson
Keith
Choper has lived in West Whiteland Township for almost
20 years. For over 12 years, he served the Township as a
member of the Municipal Services Commission, the last 6
of those years as its Chairperson. In addition to
serving on the |

Municipal Services Commission, he represented West
Whiteland Township as a member of the Board of
Directors of the Downingtown Area Municipal
Authority from 1995 until he joined the Board of
Supervisors. Mr. Choper’s volunteer service also
includes many years as a team coach and manager for
the Exton Little League.
Mr.
Choper and his wife Alice live in the Whitford
Village section of the Township. Their two
daughters, Jessica and Susan, were raised in West
Whiteland, and both attended SS Philip & James and
Bishop Shanahan schools prior to attending college.
Mr.
Choper has a Bachelor of Science Degree in Civil
Engineering and a Master of Science Degree in
Environmental Engineering, both from Northeastern
University, Boston, Massachusetts. He is a
registered professional engineer in Pennsylvania and
other states and is the President of Keating
Environmental Management, Inc., an environmental
consulting firm that is located in Exton.
Mr.
Choper believes that West Whiteland Township
substantially benefits from the active participation
of its citizens in the many volunteer opportunities
that exist within the Township. He is optimistic
that his participation on the Board of Supervisors
will make the Township an even better place to live,
to work, and to visit. He is particularly interested
in enhancing the quality of our parks and recreation
programs, of furthering the Township’s efforts to
acquire and retain open space, of controlling growth
and development within the Township, and of ensuring
that West Whiteland Township government remains open
and responsive to the citizens it serves.

William Herbert, Supervisor
Mr. Herbert is a resident of Exton
Station, a development located in
West Whiteland Township.
He has served on the
Township’s Historical Commission
where he was the Treasurer. |

At the January 5, 2004
Reorganization Meeting of the West
Whiteland Township Board of
Supervisors, Bill Herbert took an
Oath of Office as an elected
Township Supervisor to serve an
unexpired term to December 31, 2005
Mr. Herbert is a graduate of St.
Peter’s College with a Bachelor’s
Degree in Accounting.
In addition, he received his
Masters Degree in Business
Administration from West Chester
University.
He is employed by VWR
International of West Chester where
he is a financial analyst and
manager of the Company’s travel and
credit card programs.
